 Bram Elias, MA, MPP, JD is a clinical professor of law and directs the immigration law practice area at the University of Iowa College of Law’s Clinical Law Program. He also teaches legal ethics and federal and state court jurisdiction in addition to immigration law, and co-directs the law school’s London study-abroad program. Prior to his teaching career, Bram clerked for the Honorable Dorothy W. Nelson of the United States Court of Appeals for the Ninth Circuit, in Pasadena, California, and for the Honorable Denise J. Casper of the United States District Court for the District of Massachusetts, in Boston, and worked as a private immigration lawyer. Bram also has three kids, all of whom are Stead alumni – Felix, age 8, regular aches and pains, Hope, age 4, regular aches and pains, and Harry, age 6, life-threatening RSV, class of 2018 (and thriving!).

Learning Objectives
Participants will be able to:
1. Basic understanding of the H4 program, and local resources available to families facing H4 age-out problems
2. Ability to situate the H4 program in the context of other difficult-to-rationalize immigration policies and procedures that prevent individuals from seeking lawful permanent residence status or naturalizing as citizen
3. Basic understanding of the interplay between immigration law, immigration procedures, immigration politics and immigration-related culture and norm
4. Critical perspective on how the provision of health care to members of immigrant communities is affected by immigration law, procedures, politics, and culture, including the role health care providers can play
